While we are continuing our works intensely for the improvement of our sector, we carry on keeping close track of the developments that concern our sector and on developing policies. As you know, the arrangement regarding the Electronic Concrete Tracking System (ECTS) that is referred to shortly as “Chip Concrete” entered into force as of 25 December 2018  as published in the Communique of the Ministry of Environment and Urbanization dated 18 December 2018. We would like to share the works we conduct on this application that affect our sector quite significantly, as well as the respective developments, with you. In relation to ECTS application that regulates the processes of sampling from concrete within the scope of the building inspection legislation, we performed a scrutiny on the pilot implementations for the first time at the preparatory stages of the System in 2018 and we delivered the report, which we drew up by evaluating the issue at our THBB Technical Committee, to the Construction Works Directorate General of the Ministry of Environment and Urbanization in October 2018 and paid a visit to the Construction Works Directorate General for the presentation of our report. In addition, we informed our members regarding the details of ECTS and the issues that must be paid attention in terms of our sector. We also presented two separate reports containing the circumstances making our sector aggrieved and our suggestions for solutions about them that must be put into practice forthwith to the Construction Works Directorate General in January. In February, we held a comprehensive meeting with the participation of all respective authorized representatives from the Ministry at the Construction Works Directorate General. In the meeting, most of our recommendations for the immediate rectification of the discrepancies encountered in practice were deemed appropriate by the representatives of the Ministry. The Ministry made a request for additional suggestions in terms of a few specific issues from our Association in line with its positive views toward this constructive and solution-oriented approach of our Association. The final study carried out in the THBB Technical Committee concerning their request was submitted to the Ministry on March 4, 2019. We are keeping close track of the developments about the issue.
